This 74HC04 is use as oscillator work together with the Crystal

Louisla,

First, I assume that logic gate is for clock oscillator.

From the point of view of electronic circuit theory, the crystal itself cannot oscillate, it need something to make it oscillate, that IC form a simple loop back oscillation for the crystal.

If you parallel it, it can improve the jitter a little bit.
